Hier wurde jahrelang am lebenden Objekt die Auswirkungen von Elektroschocks, Schlafentzug, Drogen auf die menschliche Persönlichkeit erprobt. Parallel dazu ließ der englische Geheimdienst MI15 / MI16 ähnliche Experimente durchführen. Jenseits wie dieseits des Atlantik blieb der Erfolg aus, doch die Auswirkungen auf die Opfer waren grausam. Ab Mitte der 70er Jahre wandelte sich die Zielsetzung des Programms. Gemäß Auskünften aus Kreisen der Carter-Administration war es der Zweck von MK Ultra, Killer zu dressieren. Killer im Auftrag der Regierung. Im Weißen Haus ließ man sich zwar immer auf dem Laufenden halten, erfuhren aber aus Langley nur das absolut Notwendigste über das Programm. Schätzungen zufolge hat die CIA nur 10 Prozent ihrer MK-Ultra-Akten offen gelegt.
